You apply to the Federal Government for a loan. The government approves an amount and sends it to CUNY to disburse to you. Let's say you are given 5,000 for the full year. CUNY gets a check for that full amount and it goes into their account as one lump sum. Over the course of that academic year CUNY doles out that money to you a little at a time in often cryptic amounts on several checks. The problem is this- That 5,000 dollars has been sitting in a CUNY account for months. Even the most pitiful savings account in the world earns pretty decent interest. Multiply this scenerio by several hundred thousand students and you have -potentially- a corrupt institution making tens of thousands of dollars on money that doesn't belong to them.
